Director of Contracts Administration

Kathy Osburn, MS

As director of Contracts Administration, Kathy has responsibility over Mental Health Services and Nutritional Services at WISE & Healthy Aging. Within Mental Health Services, she negotiates the complexities of managing reimbursements from Medicare, Medi-Cal, private insurance and private pay, as well as the County of Los Angeles Dept. of Mental Health, utilizing a clinical intern training model. Kathy also administers the Elderly Nutrition Program through funding from the County of Los Angeles and City of Santa Monica. She plans, organizes and directs the program activities related to WISE & Healthy Aging’s “Healthy Lunches” (congregate meals at four sites within Santa Monica) and home-delivered meals.

Prior to WISE & Healthy Aging, Kathy was regional director of Adult Services for the Long Term Care division of the New York State Dept. of Health in New York City. This position was the culmination of 17 years of experience working for the state of New York ranging from an inspector of single and family homeless shelters, Child Protective Services case worker and Mental Health Services analyst. Kathy holds a bachelor’s degree in Social Welfare from the State University of New York at Buffalo and a Master’s degree in Health Services Management & Policy from the New School University in New York City.
